Maybe it's two* of these configuration fitted end to end in that sleeving.  That's why the wiring seems oddly routed.

(* To make up the correct value rather than a single one of correct value)

If i'm right you'll feel a seem at the middle of the sleeving, and the whole thing should flex slightly.

Defo a possibility. It does look a little strange to wire it up in that way, but if it works I ain't going to argue!
