Moving cover

I noticed today that the cover in the picture is moving left and right  a few degrees in the arrow direction underneath the tank, Is this normal? It doesn't bother me but just to be sure nothing is wrong. The bolt in the middle isn't loose.

Only covers the front bracket of the tank, that bolt secures said bracket to the frame and has a collar (which clamps tank to frame) and rubber washer which allows the plastic cover to move a bit.
FYI you can't actually remove/fit that cover unless you take the tank off (or at least lift it up a bit) first, even with that bolt removed.  It's back face is trapped by the front lip of the tank IIRC.
